Statement from the Minister and Secretary of Finance

Minister of Finance, Banking and Postal Service

David Paul

As the Minister of Finance, I am deeply committed to ensuring that our nation’s financial policies are designed to foster sustainable economic growth, improve public welfare, and create opportunities for all citizens. It is both an honor and a responsibility that I do not take lightly, and I am dedicated to serving the best interests of our country with integrity, transparency, and foresight.

My vision for the Ministry of Finance is to promote a robust financial system that is inclusive, resilient, and future-ready. This means making sound fiscal decisions that prioritize economic stability.

In the coming years, I will focus on several key priorities:

  1. Fiscal Responsibility and Economic Stability: We will continue to manage public finances with discipline, ensuring that government spending is efficient and sustainable, while also addressing national debt and promoting economic growth.
  2. Technology and Innovation: We will leverage technology to modernize our financial systems, improve transparency, and ensure that financial processes are more efficient and secure for both citizens and businesses. The newly introduced FMIS has tremendously improved the timeliness and reliability of our financial reports, which have supported the monitoring and execution of the budget. Further, the new BOG merchant terminal located at the Treasury department is one of the many examples of our efforts to foster an inclusive and modernized financial institution.
  3. Public Engagement and Accountability: I am dedicated to ensuring that the Ministry operates with the highest levels of accountability. This includes promoting greater transparency in financial decision-making, improving communication with the public, and fostering active dialogue with stakeholders across all sectors.

As we move forward, I look forward to working closely with my colleagues, the private sector, civil society, and the public to implement these goals and continue to strengthen our country’s economic foundation. Together, we will build a stronger, more equitable financial future for all.

Thank you for your trust and support as we work to achieve these objectives.

Sincerely,
David Paul

As the Secretary of the Ministry of Finance, it is both an honor and a privilege to serve in this capacity and to support the work of the Minister and the dedicated team within the Ministry. I am deeply committed to upholding the principles of integrity, efficiency, and accountability as we work to strengthen the financial framework of our nation and drive positive change for our citizens.

My role, as I see it, is to ensure that the Ministry operates effectively and in alignment with the broader goals of the government — fostering economic stability, financial inclusion, and sustainable growth. Every decision we make impacts the lives of our people, from the allocation of resources to the management of public funds. This responsibility is one I approach with a sense of duty, knowing that the actions we take today lay the groundwork for the future prosperity of our nation.

In the months ahead, I will focus on several key areas that are crucial for the Ministry’s continued success:

  1. Capacity Building: One of my priorities is to invest in the development of our team’s skills and capabilities, ensuring that the Ministry’s staff is equipped with the knowledge and tools they need to navigate the evolving financial landscape and deliver results.
  2. Collaboration and Engagement: I am dedicated to fostering strong partnerships, both within the government and with external stakeholders. By working closely with other ministries, the private sector, civil society, and international organizations, we can ensure that our financial policies and strategies are well-informed and aligned with national priorities.
  3. Transparency and Public Trust: Building public trust is a cornerstone of our work. We will continue to enhance transparency in all aspects of the Ministry’s work, ensuring that we communicate clearly and openly with the public and remain accountable for the management of public funds.

I look forward to collaborating with my colleagues and stakeholders in achieving these objectives and advancing the Ministry’s mission to create a prosperous, equitable, and sustainable financial future for our nation.
